The general effect of the Commission's

recommendations is a 15% increase of salaries for

all European officers with an additional temporary

cost of living allowance at the rate of 15% for

married and 7% for unmarried officers

salaries to

be paid in dollars in Hong Kong at the monthly average market rate of exchange, subject to a maximum of

2/- $1.

This general increase of salaries is based

on the Commission's considered view that the

permanent increase of the cost of living in Hong Kong requires it.

The Commission's chief recommendations in
